George Osborne seems to have a penchant for pulling rabbits out of a hat as far as pensions are concerned. His 2014 Budget changes – the Pensions Freedom and Choice agenda – were a complete shock and surprise to the pensions system. And he followed that up in his 2015 Budget by announcing a wholesale review of the basis of pension taxation. Does the current system work – and what do we mean by “work” – is that balancing the need to incentivise the right sort of savings, with the amount the Treasury spends on pension support? Should pensions be taxed as ISAs, and what would that mean for the government, for individuals and for employers?
